Kempele is a municipality of over 19 000 inhabitants at the heart of a strong economic area of 250 000 people in the Oulu region. The average age of the population in the region is among the youngest in Europe. Kempele is near the Oulu Airport, which is the second busiest in Finland with over one million passengers a year. The Oulu region has the fastest population growth in the Nordic countries. Kempele has its own railway station and the relative population growth of the municipality is the fastest in Finland. Tourism is growing in the region and new tourism investments are coming to Kempele, Oulu and the surrounding area.

At four kilometres from Zeniitti, Shopping Centre Zeppelin, event and leisure centre Zemppi, as well as recreational swimming hall Zimmari and Leo's Leikkimaa form a tourism hub in Kempele in the Honkanen area. Another direction for tourism is Vihiluoto by the sea near the airport, where the beach, frozen sea and the abundant bird life create opportunities for tourism.

Zeniitti tourist resort will be constructed near the border between Oulu and Kempele near national road 4 over the next few years. The Master Plan for the area was completed in 2015 and the former Destia quarry in the middle of the area closed in 2017. The land was transferred to Kempele Municipality in June 2019 and preparations at the bottom of the quarry have begun in August 2019. The water will start to rise when the draining stops, and the quarry will be replaced by a beautifully landscaped rock lake. The walls of the lake are will be shaped and illuminated and fenced viewing paths will be constructed. There will be excellent conditions for climbing, beach volleyball and canoeing, as well as swimming for children as well as long distance swimmers. The size of the lake is circa 10 hectares.

The area is zoned for tourism, and a reference scenario plan for traffic and operations has been drafted. Tourism actors are coming and being sought to the area. The reference scenario is sufficiently broad to allow for new ideas and operations. Building lots are planned for hotel and cottage accommodation, for businesses and shops serving tourism on the area next to the motorway. Space will be reserved for an adventure park, for a large adventure resort or spa, base for safaris, a waterfront sauna and / or summer theatre and for an event arena near the motorway. A feasibility study for the hotel has been carried out, and according to it the recommended concept for the hotel is a 120-room midscale hotel. There will also be a lot for a campsite, and south of the lake an indoor game hall has been built for Ajax Sarkkiranta and Kempeleen Kiri clubs to share. A new sports center with indoor facilities and a restaurant has been opened in October 2021. In the winter, there will be opportunities for ice-swimming and ice-skating on the lake.

The recreational trails in Kempele meet in Zeniitti, which means that activities are easily accessible, and the hotel can serve as a ski in - ski out and bike in - bike out hotel. The national snowmobile trails run in the area, and that makes it possible to develop snowmobile business activities. 

Accessibility is first class, the airport is only 10 kilometres away, Kempele has its own railway station and the distance to the centre of Oulu is 10 kilometres. Thus, all the attractions in the region are within easy reach of Zeniitti, and as the attraction of tourism grows in the region, the projects support one another.

Actors in the area are now being searched. We have signed letters of intent with the parties intending to settle in the area. The companies will know what services there will be and how the area is developing already before investing. The contracts will be concluded in stages. First there is an expression of interest, in the next stage there will be more commitment etc. so getting involved is as open and risk-free as possible.
